RYAN, Circuit Judge. Defendant Vincent Powell entered a conditional guilty plea to a charge of possession of cocaine base with intent to distribute, in violation of 21 U.S.C. § 841(a)(1). He was sentenced to 120 months imprisonment and five years supervised release. On appeal, Powell challenges the district courts refusal to grant his motion to suppress the crack cocaine found on his person. The sole issue is whether the authorities had a reasonable suspicion of criminal activity when they seized Powell.
